Possible Bad Formula For Chance to Raise Certain Skills Involving Size

There seem to be certain skills (Death From Above, Devastating Power, Brute Force, Barreling Attack, Armour Movement), in which the chance to train is abnormally low.

In most cases I have been able to raise the chance to train by buffing the stats listed, but on those skills with size listed, this seems to make no difference.

I wonder if Nate could look at the formula for those skills as they seem broken to me in some manner.
