This achievement says to be the #1 ranked Amatuer but Boagrius skipped right over and went straight into the Pit Fighter rankings. Does this mean I'll NEVER get the achievement, 'cause that's kinda lame.

Yup, that's what that means. Advancement happens faster at the lower levels so that is prone to happen. It won't happen as often as you climb higher.
Man, I don't like that. I wanted that achievement.
The fresh meat 1 would be more epic to have :P
Shame there isnt a (majorly failing) undisputed fresh meat champion though xD
