Is it worth going all the way to 10 in skills? Like how much better is a 10 rampage over a 9?I burn through a lot of skills to reach 10 and was wondering if spreading them out would hurt.

It is vital to get to 10/10. The increase in effectiveness is exponential. Adrenaline rush for example goes from 36% to 60% from 9 to 10.

Excluding a few rather exotic configurations, most of the builds run with 10 10/10 skills. In most cases you get around 75-80% of the benefit for leveling from 1 to 9 when leveling from 9 to 10 so it's worth the investment.
