How many ranks in Entangle would you get before starting to use Whips or Nets?

Personally, I would wait till rank 8...

Higher level ranks make a big difference in effectiveness of skills, true. But usually I just equip my guys with what I want and let them grow into effectiveness with their weapons and skills. A few more losses here and there don't matter in the big picture.

Does someone notice any changes in activation frequency of "Entangle" in the last 2-3 weeks?

In the past that was the most reliable activated skill of my shadow, but lately there are matches without a single "Entangle". Did no major changes to strategies, only change in stats +20Pres -20Chi.
That stat change shouldn't be the reason. Do I have just a bad luck streak or was there actually a change?
