Unlearn skill bug - roll of 0?

When unlearning skill rank 9 Bloody Spectacle, instead of the 'normal' roll 1-100 and a low chance of success I sometimes get this:

it means that you are trying to unlearn a skill that you are unable to because that skill point is counting towards a skill deeper in the skill tree

Actually Bloody Spectacle is the top tier for Theatrics, and I was able to unlearn skillpoints after this happened.

Ive had rolls of 0 before aswell, I think they counted as normal rolls though and my roll worked just fine~
