Training points bug

I have a problem with my skill tree. I still have more than 20 training points available but only 9 training points are visible and I can't even use it. Every time I try to use it, it always fails and still stays at 9 training points.

I need help to have this bug fixed.

Remora has reached the skill cap of 100. You will now need to use your training points to increase your attributes or unlearn skills.
