2 weapon fighting

What are the penalties for using 2 weapons?

Does the second:
go slower?
Have a minus to hit?
Have damage reduction?
Make the main hand slower?
Effect the main hand in any way?

Is there any way to reduce the effects (if there are any).

Two weapons swing slower than a single 1 hand weapon of the same type.
Other than that, hey, you are swinging two instead of one. :)
