I have set activity level to 10 yet i see time and time again that my gladiator is attacking less than even dual wield rages can someone explain this to me?

You'll need to provide us with a lot more information. What specialty are you, what fighting style are you using, what weapons are you using, are you encumbered...

A DW Rage going berserk gets the most attacks per round, period. If you aren't a DW rage going berserk, don't expect to out attack them.
